Divizionul 164 Forțe Navale pentru Operații Speciale (FNOS)
Annual fitness test, M.99/2021 table 1, group II — entry to the FNOS qualification (Testul de evaluare a nivelului de pregătire fizică)

The 164th Naval Special Operations Division in Mangalia is the maritime unit of the Romanian Special Operations Forces. Serving soldiers join through a 33-week FNOS qualification programme at the FOS training school „Burebista”, including 4 weeks of selection, an 8-week combat-diver course and a parachute course. To apply, a candidate must pass the army’s annual fitness test at the special-operations standard (table 1) for age group II (30–35), whatever their actual age, and be declared fit by INMAS and the Naval Medicine Centre.

Also required

  • Qualification programme (serving personnel): rank no higher than captain (căpitan) for officers, no higher than plutonier major / maistru militar cls. II for NCOs and warrant officers, or professional soldier (SGP); declared fit („APT”) in the special medical examinations at INMAS „General doctor aviator Victor Anastasiu” and at the Naval Medicine Centre (Centrul de Medicină Navală).
  • Programme structure (33 weeks): 5 weeks of preparation, 4 weeks of selection, an 8-week combat-diver course (scafandru comando), 5 weeks of training on the „Caimano” closed- and semi-closed-circuit rebreather, 7 weeks of tactics, 6 weeks of specialisation and a 3-week parachute course; graduates are assigned to the 164th Division in Mangalia.
  • The test is done in one day in the order push-ups, sit-ups, pull-ups, run; failing one event ends the test („respins”). Each event scores 50 points at the minimum and up to 100 above it, and the values are the same for men and women. No public standards exist for diving, longer swims or a loaded march in the FNOS selection.

Questions

Is there a swim test for FNOS candidates?

Table 1 lists a 500 m freestyle swim (15:15 in group II) that Naval Forces and CFOS divers do instead of pull-ups. The FNOS call only refers to table 1, group II, and does not say whether candidates who are not yet divers swim instead of doing pull-ups, so the calculator uses pull-ups. Diving and water skills are trained and assessed during the programme; no public standards are given.

Why age group II if I am younger than 30?

The 2024 FNOS call requires a pass at table 1, group II (30–35), regardless of the candidate’s age. In the annual test, group I (under 30) has higher special-operations minimums: 45 push-ups, 45 sit-ups, 9 pull-ups and 3000 m in 15:15.

Where do the numbers come from?

From the order of the Minister of National Defence M.99 of 13 May 2021 (Monitorul Oficial no. 524 of 20 May 2021), Annex 2, table 1, in force since 1 January 2022, and from the ScIFOS „Burebista” call for the FNOS qualification programme (deadline 15 March 2024), which names group II. Later amendments to the regulation (M.190/2023, M.213/2024) could not be read, so the values are marked as approximate.
